Sandra De Shields
Founder and Principal
Sandra De Shields brings exceptional knowledge and experience to every
aspect of the human resource arena and organizational consultation.
Sandra has worked in both the public and private sector and has a storied career with the federal government, including 25 years with the Centers for Disease Control and Prevention (CDC). She started her career at the Veterans Administration Hospital, Washington, DC, coordinating efforts with the embassies and consulates to ensure that Veterans received medical care services, prosthesis, and pharmaceuticals. In progressive leadership positions at the CDC, she worked to enhance the agency’s workforce, managed a $12 million human resources budget, designed and implemented large scale reorganizations,
and led a strategic multi-sector workforce
and recruitment initiative that netted nearly
$34 million in cost savings for the agency.
In her role of Chief of CDC’s Executive Compensation and Performance Management Team, Sandra provided consultation to the agency’s highest-ranking officials. She was credited with enhancing the sustainability of CDC’s workforce through the launch of the Position Based Management System and the Laboratory Strategic Recruitment Initiative. In addition, Sandra implemented the first Annual Market Pay Analysis in the history of CDC resulting in salary increases for physicians. The Agency recognized her for her successful and innovative use of recruitment and retention resources in support of the agency’s rapid emergency responses to worldwide Ebola and Zika outbreaks.
Prior to joining the CDC, she held leadership roles with other U.S. governmental agencies including the Department of Veterans Affairs, Small Business Administration, Department of Housing and Urban Development and Department of Defense. In addition, she is a Georgia Certified Registered Neutral (Alternative Dispute Mediator) and member of the International Coaching Federation (ICF).
Sandra is a graduate of Bennett College with a BS in sociology and a retired U.S. Army Reservist. She is a member of the Fulton-Dekalb Hospital Authority Board of Trustees, Vice Chair of the Board of Directors for BridgeBuilders, Inc., Clayton State University School of Health Care Management Advisory Board, and the Fulton County Arts Council.
